MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 11th March 2008
PRESENT:
Councillors J Pritchard, R Elvis, PM Quinton, J Jackson, J Parkinson, R Gibbons, P Marshall, and S Langhorn.
PC Ian Johnston attended by invitation.
08/127 APOLOGIES FOR ABSENCE:
Councillors V Williams, M Williams, CEC Kynch and Dr DB Coltman and County Councillor Mrs S Charles sent their apologies.
08/128 OPEN SESSION
No members of the Public attended
08/129 MINUTES OF THE PREVIOUS MEETING HELD ON 12th FEBRUARY 2008
The minutes of the previous meeting held on 12th February were confirmed and signed as a correct record.
08/130 MATTERS ARISING
- 07/159 - Brookhouse Road. We have written requesting consideration of limited parking restrictions, in conjunction with the Police. Awaiting response.
- 08/130 - Zebra Crossing. Black Railings are to be installed.
- 07/165 - Pelican Crossing. County have reservations. The Parish Council requested it be passed it on for consideration for inclusion in the 2009/2010 year.
- 07/ - Library Site. We have been informed that Lancashire County Council are proceeding with the disposal of the site to the Queen’s Square Medical Practice. We have written to request a meeting with them to discuss the future of the Village Car Park. It was agreed that we write to Lancashire County Council to request further information and an urgent meeting to discuss the situation.
- 07/ - Moor Platt Access Agreement. A proposal to grant a licence for access will be put to Lancashire County Council. The Clerk was asked to request an update on the current situation. It is understood that the County have no policy on ‘Extra Care Housing’.
08/131 POLICE AND COMMUNITY TOGETHER (PACT)
It had been a quiet month with only one recorded crime at the Cricket Pavilion and three damage only car accidents.
The SPID sign for the Lune Valley is ready for deployment. Some training may be required.
The CCTV camera had been a success at Caton Community School and they are considering their own system.
The Old Scout Hut has been completely rebuilt and refurbished. There is a Main Hall (45x30ft), Gym Area, kitchen and showers. It will now be used as a Boxing and Marshall Arts Centre for the Lune Valley. It will be available for use by other groups.
The Pact Group expressed an interest in a Kick About area at the rear of the Police House. Details will be passed to Groundworks.

08/133 COUNTY & DISTRICT COUNCILLORS REPORTS
The District Budget has been finalised.
The Antisocial Task Group are considering by-laws relating to Play Areas and are holding a series of Public Meetings. First, Lancaster Thursday 27th March and at Morecambe, Carnforth, Halton and Bolton-le-Sands.
City Council are looking at Essex County Council’s proposals for taking over local Post Offices scheduled for Closure.
08/134 LENGTHSMAN, HIGHWAYS & FOOTPATHS
The Clerk was asked to chase the repairs to the Planters outside the Co-op Shop.
It was suggested that a gate stoop be used for the Caton/Brookhouse sign. It would need carving, transport and possibly permission (Licence).
The drainage problems on Littledale Road would be brought to County’s attention once again!
Katie Ellis, Environment Agency would visit the Open Space at the Glen and give advice on Monday 17th March.
08/135 BEST KEPT VILLAGE COMPETITION
Caton and Brookhouse would enter this year.
08/136 PARISH TRANSPORT PLAN
Due to failure of delivery on the contract by C&P ltd. we have issued letters requesting termination of the contract. There has been no response to telephone calls or letters. Lancashire County Council are in agreement with this action and will assist in possible ways forward.
An alternative supplier would be investigated in conjunction with Lancashire County Council.
Wray with Botton Parish Council have requested the return of their contribution to the Project and it was agreed to reimburse them.
08/137 FINANCE
Grant for Victoria Institute from Lancashire County Council £ 750 has been received and banked

08/138 REPORTS OF MEMBERS ON OUTSIDE BODIES
Twinning – The visit is going ahead on the weekend 11/12th April and there would be a Ceremony to sign the Charter between the two communities.
A request for funding was made and it was proposed that up to a maximum of £ 360 would be forthcoming from the Parish Council.
It looks like accommodation would be available for all the visitors.
Library – County will be advertising their link with the Community Library and the ability to order books for collection. They would provide a sign and books for toddlers.
More people are needed to use the library, we have plenty of books!
08/139 YOUTH CENTRE
The Meeting regarding the future of the Youth Centre will be held on Tuesday 25th March at 7.30 pm. The replies to our questionnaire would be collated by Cllr C Kynch and would be available for the meeting. The Parish Council did not have a view on the future but members would be free to make comments as individuals.
08/140 LAPTC AND CORRESPONDANCE

- Mayor’s Reception – any ideas on how it could be improved for next year?
Those who attended were generally disappointed, possibly provide a talk and more representatives from the various departments. - Overview & Scrutiny – Anti-social Behaviour Task Group
- Parish Council Allowance Scheme update?
- Celebrate St George’s Day 23rd April. It was agreed to purchase a flag and fly it on the day.
- SELRAP. Colne to Skipton railway line - support ?
- LAPTC Newsletters etc
