MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 12th February 2008

PRESENT:

Councillors J Pritchard, R Elvis, PM Quinton, J Jackson, J Parkinson, R Gibbons, CEC Kynch, and S Langhorn.

County Councillor Mrs S Charles and PC K Collins attended by invitation.

08/114 APOLOGIES FOR ABSENCE:

Councillors V Williams, M Williams, P Marshall and Dr DB Coltman sent their apologies.

08/115 OPEN SESSION

No members of the Public attended

08/116 MINUTES OF THE PREVIOUS MEETING HELD ON 8th JANUARY 2007

The minutes of the previous meeting held on 8th January were confirmed and signed as a correct record.

08/117 MATTERS ARISING

  • 07/159 - County Cllr Atkinson has put forward a request for £750 funding for the Victoria Institute CCTV system. Final confirmation is expected.
  • 07/159 - Brookhouse Road. County are still insisting they can do nothing. However they will monitor the situation. A report is available. It was agreed to liase with the Police and press for some action. A letter to Mrs Smith would be sent explaining the present position.
  • 07/ - County are proposing bollards along the pavement at the side of the Zebra Crossing. It was agreed that we request railings as previously agreed through the Lancashire Locals.
  • 07/165 - Highway Matters. Zebra Crossing/Pelican request and corroded light unit have been passed to appropriate sections for action. Brookhouse Road will be properly repaired when the weather improves along with the repainting of the Zebra Crossing markings. Repairs to the Croft will be undertaken and Littledale Road will be completed.
  • 07/167 - Youth Club Questionnaire has been sent out.

08/118 POLICE AND COMMUNITY TOGETHER (PACT).

There had six instances of criminal damage ( 4 detected ) and one instance of stealing from a vehicle.

There had been four cases of juvenile nuisance reported, two at Broadacre. The CCTV system at school seems to have worked and they are considering purchasing their own. The CCTV will now be tried at the Victoria Institute. Local children are now to be seen in groups of 4/5 rather than the ten/twelve as previously. There have been complaints of youths round then Glen and they have found a way of temporarily switching off street lamps.

08/119 PLANNING

Cllr S Langhorn declared an interest and left the meeting.

08/120 COUNTY & DISTRICT COUNCILLORS REPORTS

County Cllr S Charles agreed to chase the railings for the Zebra Crossing and reported on the Approval of the Northern By pass by the Secretary of State. Assuming final detail Approvals work should commence in 2010 with completion in 2012.

District :- Budget increase provisionally 4.5%.

The Working Party would present evidence regarding the proposed closures of a number of Post Offices.

A final decision on Skerton and Hornby High Schools would be made shortly – likely to be a combined Governing Body and Head working between the two sites. A report was being compiled regarding the Community Swimming Pool at Hornby.

The City Council had received a ‘Good Council’ verdict after a recent Audit Report - an improvement on last time.

For any Areas requiring a Deep Clean the City Council can be called upon.

Volunteering Opportunities – Meeting Town Hall Tuesday Feb 26th 1.00-3.00 pm.

Ideas for combating litter – Primary Schools can enter for a £1,000 prize. Contact Michael Hill 582041.

08/121 LENGTHSMAN, HIGHWAYS & FOOTPATHS

The Parish Council agreed to proceed with City Contract Services for the Grass Cutting contract for 2008. City Council quotation £ 1,518 ( 4 % increase ) Inspection of Fell View Play equipment £ 183 (reduction ! ).

The Clerk was asked to chase the Bollard at the Fish Stones and Planters outside the Co-op Shop.

Street signs for Sycamore Crescent and elsewhere were on order.

The Lengthsman would be away for a month at Easter.

The Council would again organise Hanging Baskets from the City Contract Services.

08/122 FINANCE

Inland Revenue Tax refund of £150 for on-line filing and the Insurance payment (bench) has been received and Banked.

08/123 REPORTS OF MEMBERS ON OUTSIDE BODIES

Victoria Institute were proceeding with quotes for CCTV provision.

Twinning – Thirty five attended the event. The visit is going ahead on the weekend 11/12th April and there would be a signing ceremony.

Boxing Club – The old Scout Hut has been brought back into good condition. The Building still belongs to the Church. Ian Johnston would be asked to update the Parish Council on the plans.

Meeting regarding the future of the Youth Centre would be held on Tuesday 25th March at 7.30 pm.
