MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 11th December 2007
PRESENT:
Councillors PM Quinton, J Pritchard, R Elvis, V Williams, J Jackson, J Parkinson, R Gibbons, M Williams, CEC Kynch, Dr DB Coltman and P Marshall.
CPSO Peter Wood attended by invitation.
07/158 APOLOGIES FOR ABSENCE:
Councillor S Langhorn and County Councillor Mrs S Charles sent their apologies.
07/159 OPEN SESSION
Mrs S Smith returned to see if any progress had been made on the traffic problem on Brookhouse Road. The problem remains and there had been another similar incident.
County Councillor Albert Atkinson attended and described his role as Parish Champion. He had a seat on Cabinet but no vote and was there to act as a help for the local County Councillor. He received a budget of £ 10,000 and could give grants ( upto £ 1,000 ) to ‘pump prime’ projects. This money had to be shared between 200 Parishes! Previous projects have included Computers, Roofing of Village Halls, regeneration of disused areas and consolidating Rights of Ways. Cllr Atkinson agreed to contact the Officers involved in the Brookhouse Road problem, the future of the old Library Building and the problems at the Zebra Crossing.
07/160 MINUTES OF THE PREVIOUS MEETING HELD ON 13th NOVEMBER 2007
The minutes of the previous meeting held on 13th November were confirmed and signed as a correct record.
07/161 MATTERS ARISING
- 07/061 Fell View - A further meeting has been arranged for Wednesday 12th Dec. Some consultation has been undertaken.
- 07/138 - It looks like a landscape design for the land at the Glen will be prepared. The Environment Agency have made some comments regarding access to the beck.
- 07/152 - Highway Matters. Drainage repairs on Littledale Road should be completed soon. The Clerk was asked to chase this and find out if the road surface would be repaired. The problems on Brookhouse Road will be investigated by Traffic and Safety Section.
- 06/157 Station Road -The Parish Council has got a Possesory Title registered with the Land Registry. This will enable an Access Agreement to be drawn up with the County Council.
- 07/ - The time on the Clock has been corrected and will be looked after by Cllr R Elvis.
07/162 POLICE AND COMMUNITY TOGETHER (PACT).
Communications have been improved and patrols are now targeting problem areas.
There had been three crimes reported – damage to a vehicle and two break ins to sheds.
There was also one road traffic accident.
Security issues at the Victoria Institute have been discussed and information is with Chris Hill.
The old Scout Hut has been tidied up and PC Ian Johnson will be asked to our next meeting to tell us the plans for the building

07/164 COUNTY & DISTRICT COUNCILLORS REPORTS
There were to be no Green Bin collections between 17th December and 2nd January. The information is all on the Calendar distributed to every household. There will be a scheme to recycle Christmas trees this year.
07/165 LENGTHSMAN, HIGHWAYS & FOOTPATHS
Following a ‘near miss’ on the Zebra Crossing it was agreed that we ask for a ‘Pelican Crossing’ instead.
The damaged seat on Brookhouse Road has been replaced. It was agreed to try and find a suitable Stone ( vandal proof ) to act as a name sign for Brookhouse.
The planters at the Co-op were in a poor state of repair and a letter would be sent.
The beech hedge at the Car park would be filled in with new saplings.
07/166 FINANCE
St Paul’s Church had submitted a grant request for the maintenance of the Church Yard and it was agreed that we would request further information before deciding on the level of Grant to award.

07/167 REPORTS OF MEMBERS ON OUTSIDE BODIES
The Youth Centre Public Meeting did not come to any final decision. The problem is that the Building is not really being used and there are several other venues in the Village which may be more suitable. It was agreed that the Parish Council would co-ordinate with the Youth Club Committee to discover what the Village needs and to make a decision based on this. A draft letter would be produced to go to all Youth organisations in the Village.
The Twinning Group are holding a French Evening on Saturday 12th January at the Institute to try and gather support for the Twining with Socxs.
The Leisure Club is twenty-five years old and will be holding ‘celebrations’ when they restart in March.
07/168 LAPTC AND CORRESPONDANCE
Consultation on Morecambe Bay Foundation Trust – The make up of the Trust’s Board was questioned and the Council agreed to support Cllr Quinton’s submission.

07/169 ITEMS / DATE OF NEXT MEETING
Tuesday 8th January 2008. Agenda closes 3rd January 2008
Budget and Precept. It was agreed to hold the Council Dinner at the Black Bull on Sunday 20th January . Menu etc to be available at the next meeting.
The meeting closed at 9.25 pm.
