MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 13th November 2007

PRESENT:

Councillors PM Quinton, J Pritchard, R Elvis, V Williams, J Jackson, J Parkinson, R Gibbons, S Langhorn, Dr DB Coltman and P Marshall.

CPSO Peter Wood attended by invitation.

07/145 APOLOGIES FOR ABSENCE:

Councillors M Williams and CEC Kynch and County Councillor Mrs S Charles sent their apologies.

07/146 OPEN SESSION

Mrs S Smith asked the Parish Council if there was anything we could do to prevent a reoccurrence of an incident where a vehicle mounted the kerb on Brookhouse Road, near the Copy Lane Junction, and narrowly missed her child. This is a continuing problem and it was agreed to take the matter up with the County Highways Dept. The Police would also put an item in the Link to remind motorists that it is an offence to drive on the pavement.

Mr Richard Tulej, Lancaster City Council gave a brief presentation of the Lancaster Sustainable Community Strategy Consultation. He explained that it was like a Parish Plan for the whole district setting out medium long term plans, identifying the big issues and setting priorities. The action plans would then be broken down into three yearly programmes of work. Main areas were Housing – Affordable, Students and homelessness, Economic Building Blocks with reference to the Rural Economy, University and low wage service economy, Transport and AONB areas. After this round of consultation the next stage would be feed back before the report was compiled.

07/147 MINUTES OF THE PREVIOUS MEETING HELD ON 9th OCTOBER 2007

The minutes of the previous meeting held on 9th October were confirmed and signed as a correct record.

07/148 MATTERS ARISING

  • 07/061 Fell View - We have had a meeting with Helen Smith from Groundworks. She will progress grant bids as soon as possible and undertake consultation with residents and youths. A scheme involving some landscaping will be drawn up. Members were urged to have a look at other play areas ( Silverdale ?)
  • 07/138 - The Glen, landscaping and signs. Following a meeting with Martin Charlesworth, LCC Countryside Service, prices are being obtained for replacement signs and reprinting of the Walks Leaflet. A grant application will be made and we are led to believe there is money available. A landscape design for the land at the Glen will hopefully be prepared. Mr Cliff Welsby from the Environment Agency will visit the site and give advice.
  • 07/138 - Highway Matters. Road repairs by the Scarthwaite are in the programme and they will look into carrying out side dressing on Holme Lane next year. The max. speed sign at Gresgarth Hall will be replaced with a 20 mph version.
  • 06/056 Moor Platt - A letter regarding progress has been received from LCC Social Services Meeting with City Council Officers shortly. They hinted that unless Planning Permission is achieved the scheme may not proceed.

07/149 POLICE AND COMMUNITY TOGETHER (PACT)

There had been two incidents of criminal damage , a theft of a laptop and a suspected arson on Leslie Avenue. All are under investigation. Security issues at the Victoria Institute were discussed including the possibility of funding for security cameras.

There had been some vandalism to signs and benches and the Police reminded members that all incidents should be reported as it helped build up a fuller picture and enable actions to be taken. A note to this effect would be posted in the Link.

07/150 PLANNING

There were no Planning Applications

07/151 COUNTY & DISTRICT COUNCILLORS REPORTS

Secondary School re-organisation in Lancaster is a major issue at the moment. Cllr S Langhorn is Chairing the Task Group and there are are number of consultations underway.

Caton Community Library has received a grant of £ 250 from the City Council.

The City are installing a number of dropped kerbs for wheelchair users.

Local residents are able to access one-to-one Cycle Training for free.

07/152 LENGTHSMAN, HIGHWAYS & FOOTPATHS

Lettering to Water Works Bridge will cost £160 and it was agreed to proceed subject to permissions being received from United Utilities.

The Christmas tree and lights will be put up as usual. Power supply arrangements will be made with the Victoria Institute.

The Willow Tree in the War Memorial Garden requires cutting back . This will be actioned.

The lights by the Fish stones will be checked and repaired as necessary.

The destroyed Brookhouse sign will be replaced and consideration will be given to obtaining a large lump of rook on which to fix it ( Carve ? ).

The demolished seat at the Junction of Artlebeck Road and Brookhouse Road will be replaced and paid for under an insurance claim.

The drains repairs on Littledale Road will be chased and Cllr R Elvis has agreed to look after the Clock and ensure it is set at the correct time.

07/153 FINANCE

07/154 VILLAGE TOILET

It was agreed that the Graffiti be painted over and the Toilets redecorated at a cost of £ 140.

07/155 REPORTS OF MEMBERS ON OUTSIDE BODIES

The Victoria Institute had requested the Parish Council’s view regarding the siting of a banner on the War Memorial railings. It was felt that this was inappropriate and the Institute agreed to find an alternative.

An inspection had been made of the land belong to the Poor’s Land Charity. The monies will be distributed at a meeting to be held on 13th December.

The Youth Centre Public Meeting will be held on Monday 3rd December
