MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 11th September 2007
PRESENT:
Councillors PM Quinton, J Pritchard, R Elvis, V Williams, J Jackson, P Marshall, J Parkinson, R Gibbons, Dr DB Coltman and CEC Kynch.
County Councillor Mrs S Charles and PC Ian Johnson attended by invitation.
07/116 APOLOGIES FOR ABSENCE:

07/117 OPEN SESSION

07/118 MINUTES OF THE PREVIOUS MEETING HELD ON 10th JULY 2007
The minutes, with a minor amendment, of the previous meeting held on 10th July were confirmed and signed as a correct record.
07/119 MATTERS ARISING
- 07/088 - Previous Highway items raised are being or have been actioned. The White Railings at Bull Beck will be replaced with a timber post and rail fence.
- 07/061 - Fell View. Groundworks have confirmed a further delay on this project due to an internal reorganisation.
- 07/108 - Ellel Parish was put forward for the pilot study into Neighbourhood Management in Rural Areas. Caton and Silverdale were in an AONB which was the reason they were not selected.
- 07/ - The judging of the Village Garden competition was carried out in conjunction with the Gardening Club. The Competition Sub-committee would meet to discuss future competitions.
07/120 POLICE AND COMMUNITY TOGETHER (PACT).
There had been 17 calls in the past month with two crimes reported.
A sign post, post box and bench had been damaged in a vehicle accident.
There had been a rave at the windmills on Saturday night. No local people involved but there had been some damage to a gate and wall.
Parking continued to be a problem outside the Co-op. Tickets had been issued. There was a possibility of funding for railings here. The Parish Council would request input into their ‘design’.
The question of whether Caton Green would qualify for a 30 mph limit under the new ‘rules’ would be investigated.

07/122 COUNTY & DISTRICT COUNCILLORS REPORTS
County Councillor Mrs S Charles provided feedback on the Neighbourhood Management Pilot in rural areas and on the possibility of railings at the Zebra Crossing.
There was nothing to report by District Councillors.
07/123 LENGTHSMAN, HIGHWAYS & FOOTPATHS
Temporary Road Closure. Crook O’Lune Bridge Monday 17th September to Sunday 28th October – Evenings between 19.00 and 07.00 for repointing & strengthening work to bridge.
The problems with barriers on the Crook O’Lune footbridges was to be chased
The following items were reported for action :-
- Street Light F2 the Croft was ‘out’
- Corrosion to base of round-a-bout sign by the Post Office
- All day Parking on the lay by on the A683
- Over grown plants by the ‘Oak Tree’ and missing support for the branch. M Jackson would be happy to help the lengthsman
- Car Park surface and ‘entrance gates’ at Bull Beck Picnic area are in a poor state of repair.
- The recycle bins are sometimes overflowing.
07/124 TWINNING
There is a proposed visit to Socx in early October. A meeting of the Caton Twinning Group is to be held on Tuesday 18th September
Councillors R Gibbons, P Quinton and J Pritchard declared an interest.
It was agreed that the Parish Council would consider favourably an application for Funding (£50-£60) to purchase a gift for the Community of Socx.
07/125 AUDIT
The Clerk reported that the Audit has been completed successfully, although he had to bring to the Council’s attention the fact that the accounts did not add up by £ 2 (rounding errors).
It is also interesting to note that the Parish Council can not by law be a sole Trustee of a Charity which is responsible for distributing monies to the Poor in their Parish; eg. The Poor’s Land Charity. The rules for the operation of our. Charities would be investigated.
The Annual Return was presented to Council and Approved. The Notice of Completion of Audit can now be displayed.
07/126 FINANCE
Bank Account signatories have now been changed and include all current Councillors – any two required to sign cheques.

07/127 YOUTH CENTRE
There was some discussion on the future of the Youth Centre building and Cllr J Parkinson agreed to find out about any covenants on the building before we could take matters further. It was up to the Youth Centre Management Committee to decide the way forward.
07/128 REPORTS OF MEMBERS ON OUTSIDE BODIES
There was a report from the Library Trust. The Community Library was open for 3 days/week and was required to pay rent to the Victoria Institute. They had secured funding of £ 800 to date for running costs, however they requested some further capital for book shelving. The Parish Council agreed that their initial offer for shelving could increase to £ 300. A lap-top computer had been loaned by the Victoria Institute and it was hoped that a County Library Book Ordering Service would start soon. Names of residents who would use a Home Library Service were requested.
