MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 10th July 2007
PRESENT:
Councillors PM Quinton, J Pritchard, R Elvis, V Williams, J Jackson, P Marshall, J Parkinson, M Williams, Dr DB Coltman and CEC Kynch.
PC Ian Johnson and PCSO Peter Woods attended by invitation.
07/102 APOLOGIES FOR ABSENCE:
Councillors R Gibbons and S Langhorn sent their apologies.
07/103 OPEN SESSION
Stuart Riley attended and wished it to be noted that residents felt that the O2 phone mast down at Low Mill had been inappropriately sited. It was only 140 meters from a Grade 2 listed building.
Stuart Riley also sought the Parish Council’s views on the future of the Village Youth Centre in the light of the reduction of use and in its funding. The centre seems to have become redundant for a number of reasons and can not now be sustained in its present form.
The Parish Council agreed to take a lead and set a context for Youth provision and a decision on the future of the building in the light of the Parish Plan. The building was donated to the village by the Congregational Church and the views of Trustees and status of any covenants etc. would need to be investigated.
07/104 MINUTES OF THE PREVIOUS MEETING HELD ON 12th JUNE2007
The minutes of the previous meeting held on 12th June were confirmed and signed as a correct record.
07/105 MATTERS ARISING
- 07/088 - Parking Wardens have been asked and have agreed to patrol at the Crook O’Lune at weekends etc.
- 07/0 - The Victoria Institute have agreed rehang the Chairman’s Board (by a chain). Now the entrance has been redecorated a working group would meet on 6th August to organise the hanging of photographs and certificates.
- 07/094 - Audit documents have been completed an sent off to the External Auditor.
- 07/078 - Bins. Replacement bins have been installed however the one at Broadacre/Fell View has raised complaints and has been taken away. Other sites would be considered.
- 07/097 - Twinning. A Meeting has been arranged for Tuesday 17th July 8.00 pm Caton Police House. Details of Socx School have been passed to both our schools and hopefully this will lead to dialogue between schools.
07/106 POLICE AND COMMUNITY TOGETHER (PACT).
There were 32 calls logged of which two were crimes; the theft of tools from a van and lead from Moor Platt. Others related to road related incidents, youth problems, anti-social and suspicious behaviour. Eight fixed penalty notices had been issued at the Zebra Crossing.
It was noted that smoking outside Public Houses had caused some noise problems.
Twelve youths are to be taken on an Activity week-end in Appleby.
It was agreed to request railings at the Zebra Crossing to prevent parking. The Parish Council wanted some input into the type and siting.
07/107 PLANNING
The Following Applications had been received:-

The Following Applications had been granted :-
- Tree Preservation Order 400 (2007). Trees on Moor Platt Site.
07/108 COUNTY & DISTRICT COUNCILLORS REPORTS
A pilot study into Neighbourhood Management in Rural Areas was to be undertaken. The Parishes under consideration included Caton, Ellel and Silverdale. There was to be a seminar on 12th July. The Parish Council agreed to support Caton’s inclusion.
Routes for leaf sweeping in the area were being planned.
Fell View Council Houses – repairs had been undertaken and the ‘burnt out’ house would be re-let soon.
The City Council were undertaking a review of Polling Stations and it was agreed that St Paul’s School was not really ‘disabled friendly’ and that the Methodist Church should be proposed as an alternative.
The Planning Enquiry for the M6 Link Road started on 10th July.
07/109 LENGTHSMAN, HIGHWAYS & FOOTPATHS
The bus shelter at the Victoria Institute would be renovated at a cost of £ 1,500 to be paid from the Parish Transport Project funds. Full length Glass panels and replacement seat would be provided.
The rebuilding of the planter on Sycamore Road would be chased
The Following were to be reported to the relevant authorities :-
Fly tipping on Moorside Road and by New House Farm.
Flooding problems on Lancaster Road, Berry Cottages, and on Littledale Road.

It was agreed that members of the Competitions Sub-committee be involved in the judging of the garden competition.
07/110 FINANCE
Proposed Cllr M Williams, seconded Cllr V Williams and resolved that the following payments be made:-

07/111 LIBRARY
Cllr Quinton declared an interest.
The request for funding was discussed and it was agreed that initially a grant of £ 150 would be made for additional shelving. The matter of a lap top computer and software would be considered once further details had been sorted out.
The County Library would run alongside the Community Library and use the same volunteers. A catalogue of Books had been produced.
07/112 STORAGE
Storage of Parish Council archives would be discussed with the Victoria Institute. It should be possible to find somewhere.
