MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 8th May 2007

PRESENT:

Councillors PM Quinton, J Pritchard, CEC Kynch, R Elvis, V Williams, M Williams, Dr DB Coltman, S Langhorn, Joan Jackson, Pat Marshall and Jane Parkinson.

PCSO Peter Woods attended by invitation.

07/067        APOLOGIES FOR ABSENCE:

Councillor R Gibbons sent his apologies.

06/068        APPOINTMENT OF CHAIRMAN:

As there was only one nomination, Councillor J Pritchard was duly elected as Chairman.

The Chairman welcomed the new Councillors to the first meeting of the newly elected Council. It was agreed that the Clerk write to those Councillors who were no longer on the Council to thank them for their hard work during their period of office.

06/069        APPOINTMENT OF VICE-CHAIRMAN:

Councillor R Elvis was appointed as Vice-Chairman.

06/070        APPOINTMENT OF REPRESENTATIVES TO SUB-COMMITTEES & OUTSIDE BODIES: 

A detailed list with membership is attached.

06/071        APPOINTMENT OF RESPONSIBLE FINANCIAL OFFICER:

It was unanimously resolved that the Clerk ( RB Alexander ) be appointed as Responsible Financial Officer.

07/072        OPEN SESSION

No members of the public were present

07/073        MINUTES OF THE PREVIOUS MEETING HELD ON 10th APRIL2007 

The minutes of the previous meeting held on 10th April were confirmed and signed as a correct record.

07/074        MATTERS ARISING

The Clerk reported the following :-

  • 07/024 - The Tree Planting on Friday 27th April was a success. For the record it should be noted that Mick Jackson collected the acorn from the original oak tree, Mr Austin germinated it and grew it on until two inches tall before returning it to Mick who looked after it until it was planted by the High Sheriff of Lancashire.
    Mr Akrig would be asked to make a display box for the trowel
  • 07/062 - Community Awards. A Thank you letter had been received from Mrs Pat Cresswell.
  • 07/059 - Gresgarth Lodge. The owners are in the middle of a building project and are hoping to complete by the end of the year. The car is parked on the verge as a temporary measure whilst the building work is underway. They are aware of our concern but as it is a very tight, and public site, they are unable to do anything more until building work is complete.
  • 07/061 - Fell View Project. A meeting with Tom Fyson, Groundworks, has been arranged for Thursday 10th May at 6.00pm at Vernon and Maureen’s house. 

07/075        POLICE AND COMMUNITY TOGETHER (PACT).

There have been four crimes reported including thefts from the Church and from a Land Rover on Fell View. Of the thirty nine logged incidents, eight had been juvenile nuisance, down from 53% to 19% and eight motorists.

A replacement Police Officer for Sue Palmer has been appointed. He is an ex Traffic Officer and has a keen interest in the Road Safety up and down the Lune Valley.

07/076        PLANNING

The Following Applications had been received:-

  • 07/00516/CU - Change of use to dwelling
    Cottage Tea Rooms, Lancaster Road, Caton
    Objections – The Council would like to see the premises continue as a commercial property and asked whether it has been marketed as such for the requisite time period.
  • 07/00562/FUL - Erection of Agricultural building and new access track
    Mr & Mrs A Mason, Field 2357, Caton Green, Brookhouse
    Objections – Questioned the use of the building, prominent siting and access onto the main road.
  • 07/00587/FUL - Erection of porch
    Mr & Mrs Botham, 1 Sycamore Road, Brookhouse
    No Objections

  • 07/00038/FUL - Erection of extensions
    Mr & Mrs Brennan, 9 Moorside Road, Brookhouse
  • 07/00141/FUL - Erection of 15m telegraph pole
    O2, Caton Pumping Station, Caton
  • 07/00200/FUL - Erection of two storey side extension and conservatory to rear

  • 07/00285/FUL - Demolition of porch and erection of Conservatory
    Mr & Mrs Barlow, 7 Greenfields, Caton

The Following Application has been refused :-

  • 07/00043/ELDC - Lawful Development Certificate for storage of building materials etc.
    Land at Low Mill, Finch Five Ltd 

07/077        COUNTY & DISTRICT COUNCILLORS REPORTS 

Mrs J Pritchard and S Langhorn have been elected to the City Council. There is no overall control and until this has been resolved there is nothing to report. 

07/078        LENGTHSMAN, HIGHWAYS & FOOTPATHS 

The refurbishment of the Bus Shelter at the Institute was discussed. It was agreed to go back to the suppliers to see what could be done as it was felt that the shelter did not live up to expectations. The question as to whether we should refurbish or replace was left for further debate.

It was agreed to get the wall at Sycamore Road rebuilt by AA Taylors for £ 200.

The lengthsman would be asked to remove weeds in certain areas and look at repainting the support and railings at the ‘Fish Stones’.

The completion of the remedial works at the roads to the Wind Farm would be investigated.

The provision of bins in the village would be chased. 

07/079        FINANCE

The Audit date has been set for 6th July. The Accounts etc would be available for the June Meeting.

The Precept ( £ 17,000 ) has been received and banked as has a Refund from LAPTC due to an error in subscriptions ( £ 20.67 ).

07/080        SUB COMMITTEE STRUCTURE

It was agreed that the sub-committees be reformed as per the attached list

07/081        REPORTS OF MEMBERS ON OUTSIDE BODIES

It was reported that there had been an meeting with the County Council regarding the library. The Council had received funding for a Project Officer. There will be another Library meeting on Thursday with the Officers.

Decoration in the Victoria Institute was going ahead and it was agreed that the Chairman’s Board be hung in the Tea Room. Cllr IH Maxwell’s name would be added beforehand. The mat at the VI entrance was a safety hazard which needs looking into.

The Victoria Institute had received funding from Lloyds TSB for a Rural Support Co-ordinator

The Leisure Club has closed for the summer break.

The next LAPTC meeting would be held in Lancaster Town Hall on Monday 21st May
