MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 13th March 2007

PRESENT:

Councillors I Maxwell, R Gibbons, PM Quinton, J Pritchard, CEC Kynch, KA Quinn, DM Mason, R Elvis, Dr DB Coltman and S Langhorn.

County Councillor Mrs S Charles and PC Ian Johnson attended by invitation.

07/035        APOLOGIES FOR ABSENCE:

Councillors V Williams and M Williams sent their apologies. 

07/036        OPEN SESSION

No members of the public were present

07/037        MINUTES OF THE PREVIOUS MEETING HELD ON 13th February 2007

The minutes of the previous meeting held on 13th February were confirmed and signed as a correct record.

07/038        MATTERS ARISING

The Clerk reported the following :

  • 07/012 - Lancashire County Council have acknowledged receipt of the submission for the car park land around the Library and has said they will need time to consult!
  • 07/024 - I have had contact with the High Sheriff of Lancashire regarding the Tree planting at the Old Oak Tree. The new Sheriff, Ruth Winterbottom, has agreed to officiate. She will be installed in April so any event would have to be later. The Clerk and Chair would organise the event.
  • 07/033 - Chairman’s Board. The VI will take on board our request once the main corridors have been redecorated.
  • 06/171 - Intelligent Bus Stops. Confirmation of the sites has been given and we hope to see some action soon!
  • 07/033 - The Council Photograph will be taken on 26th April at the Victoria Institute at 6.45pm. Paul Reade will be the Photographer and it was agreed that dress should be ‘smart’. Further details would be agreed at the April meeting
  • 07/004 - Consultation on Post Office reorganisation. The Council’s response was submitted. Factors such as transport links and social necessity were to be considered. 

07/039        POLICE AND COMMUNITY TOGETHER (PACT) 

There have been no reported crimes although there has been some issues with the kids.

The Crime Prevention report on security at the Victoria Institute would be made available.

The Youth Initiative is affiliated to LCYP and this will allow more activities to be undertaken. There are some planning issues with the use of the Police House, which will be discussed at a meeting on 27th March. 

07/040        PLANNING

The Following Applications had been received:-

  • 07/00200/FUL - Erection of two storey side extension and conservatory to rear

    No objections – subject to neighbours consent
  • 07/00285/FUL - Demolition of porch and erection of extension to rear
    Mr & Mrs Barlow, 7 Greenfields, Caton
    No objections

The Following Application has been granted :-

07/041        COUNTY & DISTRICT COUNCILLORS REPORTS

Through the Lancashire Locals, County Councillor Mrs S Charles was able to provide £ 1,000 to the Victoria Institute for a lap top computer and blinds.

Speeds on all A & B Roads were to be reviewed throughout Lancashire and the protocol was to be agreed with Lancashire Locals. Villages, defined as having 20 houses on either side of the road in a 60 meter length, would be treated on an individual basis.

The effect of fare increases on School Transport at Hornby High School has been investigated. No children have moved schools although some have transferred to Stagecoach Busses because of cheaper fares. The effect on parents and on all schools in the district would be considered.

Proposals to sell off Council owned land will in future be subject to consultation with the local Parish Council.

Cllr J Pritchard will be absieling down the Ashton Memorial on Sunday in aid of the Mayor’s Charity.

07/042        LENGTHSMAN, HIGHWAYS & FOOTPATHS

It was resolved to accept Heather Neesham’s quote of £ 840 ( £820 last year) to look after the War Memorial gardens again this year.

The planters outside the Co-op were again looking rather shabby. It was agreed we ask them to tidy them up or suggest they get Heather to look after them ( after asking Heather ).

The following items were to be reported :-

  • Brookhouse Road, pot holes in the vicinity of Artlebeck Bridge.
  • Cul-de-sac sign at Artlebeck Road has been knocked over
  • Littledale Road, state of carriageway and also along Roeburndale Road
  • Zebra Crossing ‘halos’ and bus stop markings.

Quotes for rebuilding the wall at Sycamore Road were to be obtained.

There was a request that the high flood level on the Lune be marked on the Pipe track Bridge.

Funding for repairing the site railings and for updating the Village signs would be investigated.

07/043        FINANCE

Proposed Cllr A Quinn, seconded Cllr J Pritchard and resolved that the following payments be made:-

Note £ 86.25 Tax has been deducted, payable annually to the Inland Revenue

07/044        FELL VIEW

Ground Works have been contacted regarding the project. There is a possibility of Funding through Lancaster City Council and Lottery. They are willing to work with Ground Works and these options will be investigated. A meeting will be arranged for April with the sub-committee and Ground Works to progress the project.

Lancaster City Council Property Group have no objections in principal to the plans for the area.

07/045        TWINNING

We have written formally to accept Socx’s approach. They will be providing details for the schools as a first step.

It was agreed that a wider committee be set up. This would consist of Ian Maxwell, Pat Quinton and Chris Kynch from the Parish Council and would co-opt members of the public. Ian Kennon and Bob Griffith were to be approached.

07/046        THE GLEN

A letter from a resident, David Parkinson, was discussed and it was agreed that the Parish Council would not request that the river be fenced off. A letter to that effect would be sent.

It was, however, agreed that more could be done to maximise the benefit of this space for the whole community. It was agreed to write to the City Council and suggest that the Parish Council enter into a partnership arrangement. This would enable improvements ( fencing, planting, picnic tables etc.) to be undertaken in line with the Parish Council’s ideas and the Parish Council could provide some finance towards these schemes.

07/047        REPORTS OF MEMBERS ON OUTSIDE BODIES

The Victoria Institute were embarking on redecorating the corridors of the Institute and when complete would arrange for the Chairman'’ Board and Photographs to be rehung. They woulfd reply officially.

07/048        CO-OP ADVERTS

The Co-op Village Store is no longer taking adverts as a matter of policy. It was agreed that we write to request an exception for Parish Council Business – usually only once or twice a year.

07/049        LAPTC AND CORRESPONDANCE

07/050        PARISH MEETING

It was confirmed that the Parish Meeting will be held on Thursday 26th April at St Paul’s School Brookhouse at 7.30 pm.

It was agreed that items will be the Village Web-site and the Twinning with Socx along with the Community Awards, Chairman’s report and Financial statement.
