MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 13th March 2010.

Councillors Dr DB Coltman (chaired the meeting), R Elvis, J Parkinson, CEC Kynch, J Pritchard, PM Quinton, R Gibbons & J Jackson.

10/136 APOLOGIES FOR ABSENCE:

Councillors S Langhorn, P Marshall, M Williams and V Williams and County Councillor Mrs S Charles sent their apologies.

10/137 OPEN SESSION

There were no members of the public present.

10/138 MINUTES OF THE PREVIOUS MEETING HELD ON 9th FEBRUARY 2010

The minutes of the previous meeting held on 9th February were confirmed, with some minor amendments, and signed as a correct record.

10/139 POLICE AND COMMUNITY TOGETHER (PACT).

There had been five incidents of reported crimes. The theft of trial bikes from a garage, damage to a vehicle, two suspicious entry to buildings and a public order offence on the Croft.

Juvenile nuisance was being monitored and persons are being spoken to.

The SpID has been out on site and the battery is lasting a lot longer than the previous unit. It was agreed that use will be made of data recorded, The Clerk was to liaise with CPSO Wood.

10/141 COUNTY & DISTRICT COUNCILLORS REPORTS

District Councillors reported that the Planning Application for the Claughton/Caton Moor Wind Farm would go to Committee on 15th March but was recommended for refusal because of the impact on the environment. There is also a proposal for a wind farm further up the Lune valley near Kirkby Lonsdale.

The Allotment Task Group findings have been published and will be forwarded to the Allotment Group. There are questions over the legal status regarding the use of other Council ‘spare’ land.

The City Council are considering the future of the Lancaster Market – options will be discussed at the full Council meeting on 31st March.

The Clerk was asked to write to Lancashire County Council to object to any proposed closure of the Carnforth Waste Disposal facility.

10/142 LENGTHSMAN, HIGHWAYS & FOOTPATHS

Propose changes to road signs by Church Hill House. Lancashire County Council have confirmed that they will not proceed with new sign.

The Parish council agreed to accept the quote from Heather Neesham for the maintenance of the War Memorial Gardens at £ 910.00 for 2010.

It was agreed to inspect the shrubs/trees on Fell View and have them cut back as necessary. The Fell View Action Group are litter picking and monitoring the use of the play area. There does not seem to be much evidence of litter.

It was confirmed that the bollard on Station Road is not the Parish Council’s responsibility.

A start date for the work to the footpath down the side of the Artlebeck would be requested.

10/143 BEST KEPT VILLAGE COMPETITION 2010

It was confirmed that we would enter this year’s competition and Certificate of Merit entries would be as before, with the addition of a Farm (Lot’s Farm, if the owners are in agreement).

10/144 GRANTS

Requests for Grants from the Community Library Group and the Brownies were deferred until an official application form and further details had been received.

10/146 BANK ACCOUNT CHANGE

Following the decision to change one bank account name to Parish Projects, an official signed letter by two of the account signatories was completed.

10/147 PARISH TRANSPORT PROJECT

Equipment for the illuminated timetable and bus stop poles are on order and will be installed by Lancashire County Council.

10/148 ALLOTMENTS

The Allotment Association are approaching Caton Community Primary school with regard to using some land for allotments.

It was agreed that a Planning Application for the Broadacre site would be deferred, but that an informal approach be made.

10/149 REPORTS OF MEMBERS ON OUTSIDE BODIES

Fell View – Community support seems to be strong with 511signatories on the petition. The Planning Application will go to the Committee in April.

There will be an Easter Treasure Hunt on Saturday 3rd April organised by the Caton-with-Littledale Play Park Action Group.

Youth Centre – Details of the Trust Fund etc will be obtained.

Caton and Brookhouse Twinning Group – AGM 18th March and visit to France 6-9th May.

Victoria Institute – Hoe Down Saturday 17th April.

PACT Youth Group – Information regarding the Group and the Boxing Club will be requested.

Moor Platt – The Council urges all parties to progress with the project and a progress report will be requested.

10/150 PARISH ASSEMBLY

It was agreed to delay until after the General Election and hold it on Thursday 20th May at 7.30pm. Venue Victoria Institute.

Possible items included Photos, SpID demonstration and Moor Platt.
