MINUTES OF A MEETING OF CATON-WITH-LITTLEDALE PARISH COUNCIL HELD AT THE VICTORIA INSTITUTE ON TUESDAY 8th December 2009

09/265 APOLOGIES FOR ABSENCE:
Councillor J Pritchard and County Councillor Mrs S Charles sent their apologies.
09/266 OPEN SESSION
Alison Armstrong, a member of the Allotment Association attended to get an update regarding the Allotments. The proposed lease was still being reconsidered by Lancaster City Council.
09/267 MINUTES OF THE PREVIOUS MEETING HELD ON 10th NOVEMBER 2009
The minutes of the previous meeting held on 10th November were confirmed and signed as a correct record.
09/268 POLICE AND COMMUNITY TOGETHER (PACT).
PC Carl Wood reported that there had been 3 crimes –
- damage to a greenhouse
- lead stolen from the roof of a property on Brookhouse Road
- theft from an unsecured vehicle on Bull Beck car park.
There had been a report of suspicious activity in the early hours at Bargh’s Garage. There was some graffiti on the bridge over the Artlebeck and on the Sports Field Hut. A vehicle had damaged a wall on Beckside Close

Comments were made regarding the Visual impact of the turbines, dominating the skyline and dwarfing the existing turbines, the desecration of an AONB, the impact of the proposed road up the hillside and the impact of additional traffic through the village. - 09/01031/FUL Creation of roof terrace over existing flat roof

09/270 COUNTY & DISTRICT COUNCILLORS REPORTS
County are working towards a 0% increase in their budget. The District Council is consulting on their budget proposals (5,6,7th Jan) Exhibitions, Road Show and focused debate with invited audience and volunteers. The Parish Review Task Group is meeting Tuesday 12th January. Toilets – Bull Beck is to continue to be run by the City and they will be consulting with the PC regarding the Institute Toilet. Details to follow.
09/271 LENGTHSMAN, HIGHWAYS & FOOTPATHS
The lengthsman will be asked to cut back the trees and shrubs on Fell View as a priority.
09/272 FINANCE
North West Air Ambulance request for funding contribution was approved and it was resolved that £ 100 be paid for this year.

09/273 PARISH TRANSPORT PROJECT.
County are still investigating the sites. The illuminated timetable and bus stop poles etc are on order with them. The new Speed Indication Device has been received. The unit will be deployed initially at the existing sites by the Police. Data will be available to share. LCC are investigating the new sites on Quernmore Road and Caton Green Road.
09/274 VICTORIA INSTITUTE FUNDING
It was reported that short term funding had been received from the Community Wind Farm people which would allow the Rural Support Worker to continue. Further sources of funding are being investigated, including the Local Strategic Partnership.
09/275 FELL VIEW
Lights Alive Event is being planned for Saturday 12th December. It was agreed to purchase replacement bulbs for the existing lights and to buy a new set of icicle lights for the larger tree. A new lease has been offered by Lancaster City Council and comments were made. A new draft would be requested. The Funding applications were progressing satisfactorily; the PC may be called upon as an accountable body with regard to the finance. Following consultation an Planning Application would be submitted in early January. A 10 year maintenance plan would be required. The 3-D ‘fly round’ view was receiving a positive response.
09/276 STATION ROAD
It was agreed to progress with the Access agreement for Environment Agency at £ 25/year for first ten years. The fee paid would increase by RPI index after ten years.

POOR’S LAND It was reported that this years distribution had been made (£ 610 divided between 25 applicants). We are still awaiting a response and payment for the Fishing Rights
